Four soldiers, three civilians end careers today

Four soldiers and three civilians will retire today in a ceremony in Pruden Auditorium at 1:30 p.m. Maj. Gen. William H. Russ and Command Sgt. Maj. Calvin Jones will host the ceremony.
Dr. Louis C. Marquet, director, CECOM Research, Development and Engineering Center, retires after more than 17 years with the government.
Marquet holds a bachelor of Science degree from Carnegie Institute of Technology and masters and doctorate degrees in Physics from the University of California, Berkeley.
His awards include: the Secretary of Defense Meritorious Civilian Service Award (twice), the Presidential Rank Award for Meritorious Executives, the American Defense Preparedness Association Strategic Defense Award, the Armed Forces Communications and Electronics association Benjamin H. Oliver Gold medal for Engineering and the Senior Executive Association Professional Development League Executive Achievement Award.
Marquet, as Deputy for Technology at the Strategic Defense Initiative Organization, provided the underpinnings for the Ballistic Missile Defense Program, which ultimately led to the dissolution of the former Soviet Union.
As Assistant Deputy Undersecretary of Defense for Advanced Development, Office of the Undersecretary of Defense for Acquisition and Technology, he developed Advanced Concept Technology Demonstration programs and has been a persistent promoter of the Integrated System of Systems Concept incorporated into the Army’s Transformation Strategy.
Lt. Col. Joseph F. Sweeney’s last assignment was as Chief, Readiness Division, Project Manager, WIN-T (PM WIN-T). He retires after 20 years of service to his country.
Sweeney has a Bachelor of Arts degree in Criminal Justice from Norwich University and a Masters of Science degree in General Administration from Central Michigan University.
His military decorations include: the Defense Meritorious Service Medal, the Meritorious Service Medal (one oak leaf cluster) and the Army Commendation Medal (two oak leaf clusters).
Sweeney coordinated and planned the security during Pope John Paul II state visit in 1987. He teamed with CECOM Logistics Assistance Representatives, III Corps and the Signal Center to develop and execute the Advanced Tactical Network Training Course at Fort Hood, Texas and helped field about $200 million of PM WIN-T equipment to Signal units worldwide.
Lt. Col. Brent C. Finemore, product manager, Defense Satellite Communications System-Terminals, retires after 20 years of outstanding service to his country.
Finemore was commissioned through the Army Reserve Officer Training Corps at the University of Maine, Orono, where he received a Bachelor of Science degree in Education. He also holds a Masters of Science degree in Administration from Central Michigan University.
His military decorations include: the Meritorious Service Medal (two oak leaf clusters), the Defense Commendation Medal and the Army Commendation Medal with three oak leaf clusters.
In 1990 Finemore participated in Training With Industry at BMY Corp., York, Pa. In 1995 he was assigned to the Project Manager’s Office, Joint Tactical Area Communications Systems and War-fighter Information Network-Terrestrial, here. He was then assigned to the Director for Information Systems Command, Control, Communications and Computers as the Chief, Information Technology Plans Division in the Pentagon.
Lt. Col. Thomas M. McGuiness leaves government service after more than 20 years of distinguished service to his country. His last assignment was as the Deputy Brigade Administration Officer for the 1st Brigade (Battle Command Staff Training), 78th Division.
McGuiness holds a Bachelor of Arts degree in History from Seton Hall and a Master of Arts degree in Management from Webster University.
His military decorations include: the Defense Meritorious Service Medal, the Meritorious Service Medal (three oak leaf clusters) the Army Commendation Medal, Ranger Tab, Parachutist Badge and Air Assault Badge.
He served overseas in Germany and, most recently, Saudi Arabia where he was an advisor to the Royal Saudi Land Forces. As the Administration Officer for the 78th Division he assisted battle staff training exercises for Reserve Component units on the East coast.
Lt. Col. Kathryn H. Carlson has served her country for 21 years most recently as the Military Deputy and Chief of Special Projects Office, Space and Terrestrial Communications Directorate.
A graduate of the U.S. Military Academy at West Point, she also earned a Master of Science degree in Mechanical Engineering from the Georgia Institute of Technology.
Her military awards include: the Meritorious Service Medal (three oak leaf clusters) and the Army Commendation Medal (three oak leaf clusters).
Gary P. Rohlfs, a contract specialist at the CECOM
Acquisition Center, has spent more than 41 years in the service of his country.
Rohlfs earned a Bachelor of Science degree
from Monmouth University. He has received a number of awards including:
Sustained Superior Performance Awards, Certificates of Achievement and a
Special Act Award.
He also received accolades from the Commanding
General for his exceptional performance of duties in providing Integrated
Logistics Support for the fielding of a Command and Control Console during
Operation Desert Storm and has been cited for exceptional performance of duties
in support of the Air Traffic Navigation, Integration and Coordination System
and Fixed Base Precision Approach Radar at Huntsville, AL.
Vonneitha C. Webb retires after 33 years of service to her
country. A Contract Specialist at the CECOM Acquisition Center she holds a
Bachelor of Science degree in General Business from Monmouth University.
She has earned the Achievement Medal for
Civilian Service, an On-the-Spot Cash Award, a Special Act Award and various
Performance Awards. She has obtained Level 3 certification in the Contracting
Career Field.
